MHPM Project Managers Inc. was formed in 1989 as its founder, Franklin Holtforster led the construction industry by recognizing the need for independent representation of the owners interest during the design and construction of buildings.

Franklin Holtforster, CEO and President, was the first employee of the project management practice division of Morrison Hershfield.  In 1992, the project management division was purchased by Mr. Holtforster and relocated to Ottawa, ON.   

Within five years, MHPM had grown its network of offices to include the cities of Halifax, St. John’s, Toronto and Montreal.  This distributed network of offices provided services to noteworthy clients including the Canada Post Corporation, Bell Distribution, Ontario Hydro and Schlumberger.

The company focused on operational excellence during these formative years, and embraced the ISO 9000:2001 quality management systems to ensure that clients received the best total cost for the end to end delivery of project management consulting services.  Clients sought out MHPM to provide them with consistent service delivery that improved with every project, regardless of its location or scope.

With a sound and repeatable service offering well established in Eastern Canada, MHPM embarked on an expansion into Western Canada with the opening of offices in Calgary, Edmonton, and Vancouver.  At this time, the company’s service offering evolved to offer the best total solution to meet clients’ real property needs. 

To add value and solve our client’s broader needs, MHPM adopted the International Project Management Institutes methodology and all eligible company project managers obtained their Project Management Professional (PMP) certification. In addition, the service offering broadened to include discrete services (including MHPM Bid Document Review™) and advisory services.

Having expanded its network of offices across Canada and grown to a company of over 75 project managers by 2005, MHPM’s client base expanded rapidly to include The Home Depot, Canadian Tire, Public Works and Government Services Canada, and many municipal governments.  That same year, MHPM added the City of Richmond to its list of honoured clients, and led the $178 million Richmond Olympic Oval project to an on-time, on-budget delivery in advance of the 2010 Olympic Games. 

The City of Richmond benefited from MHPM’s focus on sustainability.  In 2006, MHPM broadened its commitment to sustainability and provided education to all of its eligible project managers in order for them to obtain their Leadership in Energy and Environmental Design (LEED) accreditation.  MHPM’s ability to lead the client’s consideration of its sustainability aspirations through the project process has resulted in the delivery of no less than 50 LEED certified buildings in Canada.  At MHPM, we believe Sustainability is Free™.

In 2007, MHPM entered into a formal partnership with First Service Corporation and Colliers International which entailed the sale of a 60% interest in the company to Colliers.  Colliers International is Canada’s largest commercial real estate services provider focused on “Service First”, a program designed to accelerate the success of its clients.

2008 proved to be a historic year for MHPM, as it partnered with Tiree to deliver services to Public Works and Government Services Canada on the restoration of the West Block, Wellington Block and Parliamentary Precinct District on the banks of the Ottawa River.
