MHPM reviewed Richmond Hill’s capital program and project management methodology and processes to identify opportunities to enhance value through improvement in practices, processes, controls and accountabilities on major capital projects. The areas under review included significant capital projects (primarily municipal facilities, but also including park development/redevelopment, road construction, and water and sewer projects), new construction and renovation/rehabilitation projects. The review targeted specific business activities and evaluated the processes, tools, templates and resources assigned for their delivery.
MHPM's mandate was delivery of a report that detailed recommendations related to the implementation of processes. These findings were set out in a business format for effective program and project management. Each finding was explained in terms of governance, processes, tools and resources.
